When to prepare?

A performance tester asprepares a risk assessment document during the Risk Assessment phase (The first phase of the Performance Testing Life Cycle). He conducts the risk assessment either at the end of application development or when the functional testing starts. Ideally, the risk assessment should be conducted at the planning phase of the project. Still, practically there are so many challenges like the possibility of changing the project scope, change in strategy etc. which push back the performance testing risk assessment meeting.

Who does prepare?

Performance Test Manager or Lead with good knowledge of the components; prepares the performance testing risk assessment document. Either of them has to schedule a meeting with the project team to understand the impact of changes, analyse the depth of changes and decide the scope of performance testing etc.
